Download the macOS Ventura restore image 

Run Xcode 14 beta, and install macOS and iOS components

Run UTM, create a new Virtual Machine, choose the ipsw file, and install

Make sure to have enough space for your virtualisation disk, to install macOS. I first didn't make enough space, and the installation failed without any error messages. At the end I just selected 64GB.
